Asbestos testing and surveys

Any home built before 2004 needs an asbestos survey in Oregon before a contractor renovates or demolishes it. An accredited inspector samples each material your work will touch, and the lab report shows what is safe to cut. A clean report still helps, because Metro transfer stations ask for one before they accept remodel debris.

Popcorn ceiling removal

DEQ lists ceiling texture as friable, meaning it crumbles by hand. A positive ceiling therefore calls for a licensed abatement contractor, a sealed room under negative pressure and a DEQ notice 10 days before work. We sample the texture first, and the lab wants at least three samples from each sprayed area.

Floor tile and sheet vinyl removal

Intact vinyl floor tile is on DEQ’s nonfriable list, so it can come up whole after a five-day notice. Sheet vinyl with an asbestos backing is a different story: DEQ treats it as friable every time. Each layer is sampled on its own before anything is lifted.

Pre-demolition abatement

The first line of Hillsboro’s demolition checklist asks you to find out whether asbestos is inside or outside the structure. A pre-2004 house headed for demolition needs a survey by an accredited inspector, even if the owner lives in it, and friable material must be out before the walls come down.

Commercial and apartment buildings

Every commercial building in Oregon needs an asbestos survey before renovation or demolition, whatever its age. The state counts a building as residential only up to four units, so a larger apartment building follows the same rule. In Hillsboro, close to one home in three sits in a building of five or more units, and we plan that work around tenants, staff and opening hours.

Asbestos disposal

Asbestos may only go to a landfill that DEQ permits to accept it, and Hillsboro Landfill is one of them. We keep the waste wet, double-bag and label it, fill in the shipment form and call the landfill before delivery. Metro transfer stations will not take it.

Asbestos testing and removal costs

More than 2 in every 10 Hillsboro homes were built before 1980, so asbestos still turns up in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Hillsboro, Forest Grove and Cornelius. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Asbestos testing and surveys

  • Testing a few materials, up to about 4 samples$300 – $600+
  • Asbestos survey before a remodel, one house$400 – $1,000+
  • Asbestos survey before tearing down a house$800 – $2,000+
What is included

An accredited inspector samples each material the work will touch, the lab reports each layer on its own, and the written report stays on site. Metro transfer stations also ask for it before they take remodel debris from a home built before 2004.

Our process

01

Survey or presume

An accredited inspector samples what the job will disturb: one room for a kitchen remodel, the whole building for a teardown. DEQ also lets you skip the lab and treat a material as asbestos from the start.

02

File the DEQ notice

Friable jobs need the notice and fee at DEQ at least 10 days ahead, nonfriable jobs at least five. DEQ does not count a notice as filed until it has both.

03

Remove it wet and contained

Friable work happens inside a negative pressure enclosure, and the material stays wet as it comes down. Nonfriable tile and siding come off whole instead of being broken or ground.

04

Pack and haul

Waste goes into two 6-mil bags or similar leak-tight wrapping with a warning label, travels with a waste shipment form and ends up at a DEQ-permitted landfill.

Newer homes and the 2004 line

Hillsboro grew late. Only about one home in four here was built before 1980, and the median home dates from 1997. Age alone is a weak guide to what is in your walls, and we will tell you so when that fits your house.

Oregon’s survey rule does not stop at 1980, though. It covers homes built before 2004, and more than half of Hillsboro’s homes were built before 2000. A 1990s house may well test clean, and the report still does a job: the contractor keeps it on site, and Metro asks for it before taking the debris.

Hillsboro demolition permits

The city requires a demolition permit to remove a residential structure over 200 square feet of floor area, or a commercial structure over 120 square feet. Taking down only part of a building counts as an alteration and needs a building permit instead.

In the Downtown Neighborhood Conservation and Orenco Townsite Conservation zones, a demolition needs Development Review approval and photographs first, and the city can deny it. Check that before you pay for a teardown survey there.

Frequently asked questions

Do I need asbestos testing for a house built in the 1990s?

If a contractor is renovating or demolishing it, yes. Oregon’s survey rule covers homes built before 2004. The one main exception is an owner who lives in a single-family home and does the renovation personally, and even then DEQ recommends a survey.

Can I take asbestos to Hillsboro Landfill myself?

It is on DEQ’s list of landfills permitted for asbestos, and Metro names it for loads too large for household hazardous waste. Call before you go. The waste has to be wet, double-bagged, labeled and carried with a shipment form, and a landfill may take asbestos by appointment only.

What is the difference between friable and nonfriable?

Friable material crumbles in your hand, like ceiling texture or pipe insulation, and needs a DEQ-licensed abatement contractor. Nonfriable material, such as vinyl floor tile, cement siding and roofing, can be removed by a contractor licensed with the Construction Contractors Board after a DEQ notice.

What if I find asbestos halfway through a remodel?

Put the tools down. Oregon’s rule is to stop immediately, wet the material, cover it with 6-mil plastic and call a licensed abatement contractor, who removes it as friable.
